Jules was born in 1890 in Rechitsa District, Belarus (Minsk Gubernia), the son of Aaron Bloumine and Feiga Goussanka.
He died in 1977 in Paris, France.
His wife was Rachel Lea Aronson. They were married, but the date and place have not been found. Their two known children were Simone (1920-1987) and Pierre (1923-1986).
